PEN: The following comes to us from OPM – we cannot answer questions regarding health care cost of rates. For 2027, enrollees in the Postal Service Health Benefits (PSHB) program will be paying an average of 8.2% more toward their premiums. It follows an average increase of 12.3% for 2026, and 11.1% for 2025. Did USPS increase your pay or annuity to cover this rate increase? Did your unions help you get a lower rate?

The charts below provide information on biweekly and monthly premiums, including the total premiums, the amount the government pays, and the change in the enrollee’s portion of the premium compared to last year. All PSHB plans offer Self Only, Self Plus One, and Self and Family enrollment types.
Self Plus One Enrollee Premiums Greater Than Self and Family
In some cases, the enrollee share of premiums for the Self Plus One enrollment type will be higher than for the Self and Family enrollment type. Enrollees who wish to cover one eligible family member are free to elect either the Self and Family or Self Plus One enrollment type. The chart below identifies those plans.
In 2027, the employer contribution rate for PSHB plans is the same across all Postal labor unions and management associations, except for USPS non-career employees or where specified otherwise in a collective bargaining agreement.
