WASHINGTON — Congressman Raja Krishnamoorthi (D-IL), a senior member of the House Committee on Oversight and Government Reform, today urged the United States Postal Service Board of Governors to remove Postmaster General David Steiner for pursuing implementation of President Trump’s mail-ballot executive order despite federal court rulings that key provisions violate the Constitution. Krishnamoorthi also cited Steiner’s failure to provide Congress with a clear accounting of USPS’s implementation efforts or whether they stopped after the courts intervened.

In the letter, Krishnamoorthi writes:

“I write to urge the United States Postal Service Board of Governors to remove Postmaster General David Steiner for pursuing implementation of President Trump’s mail-ballot executive order, despite federal courts’ rulings that key provisions violate the Constitution. Steiner’s failure to provide Congress with a clear accounting of USPS’s implementation efforts, or whether they ceased after the courts intervened, undermines the transparency, neutrality, and public trust his office requires.”

President Trump’s March 31 executive order directed USPS to withhold delivery of mail ballots to voters whose eligibility could not be confirmed against a federally compiled voter list. Twenty-three states and the District of Columbia challenged the order. A federal district court in Massachusetts blocked key provisions, the First Circuit upheld that injunction on July 25, and the Trump Administration subsequently asked the Supreme Court to allow the order to take effect before the November midterm elections.

Despite those rulings, Steiner has indicated that USPS intends to carry out key aspects of the executive order. During June 24 testimony before the Senate Committee on Homeland Security and Governmental Affairs, Steiner confirmed that USPS would withhold mail ballots from states that declined to provide requested voter data. The letter also points to an apparent contradiction between USPS’s implementation efforts and the Department of Justice’s characterization of the executive order before the Supreme Court as merely “general policy guidance.”

Krishnamoorthi continues:

“Postmaster General Steiner has not responded to requests for that accounting. He has failed to respond to multiple congressional requests for information and my request to appear voluntarily before the full House Committee on Oversight and Government Reform. A Postmaster General who will not tell Congress whether his agency is complying with a federal court order, and who will not appear to answer for that silence, has forfeited the trust required to hold the office.”

The letter notes that millions of eligible Americans rely on mail voting, including military personnel serving overseas, seniors, rural voters, individuals with disabilities, and working families. Krishnamoorthi requested a response from the Board by August 24, 2026.

Krishnamoorthi concludes:

“The Board has both the authority and the responsibility to act. I urge you to remove David Steiner as Postmaster General and ensure that USPS follows the law, complies with federal court orders, and stays out of deciding who is eligible to vote. I request a response to this request by no later than August 24, 2026.”
