7/5/26 – I am writing in regard to our negotiations for a successor to the 2022- 2025 National Agreement. The parties have been engaged in negotiations for nearly a year. While we have made progress in many areas, we have not been able to reach an agreement on the terms of the successor contract.
As a result of this impasse in negotiations, the National Postal Mail Handlers Union is invoking the dispute resolution procedures outlined in the Postal Reorganization Act.
I have directed the Union’s representatives to meet with your team to discuss the process that will be followed going forward.

No surprise here. The USPS is not and has not bargained in good faith with any union. The question is why no one has called them out for it. The NALC is weak, especially with Renfroe in the mix, and it doesn’t look promising there either. These unions talk about progress, but never say what that is. The result is all this “progress “ goes out the door when it goes to arbitration; the arbitrator decides compensation and usually nothing else. This process appears to be broken.
