Multiple Mail Theft Investigations Lead to Federal Indictment of Fugitives in Houston, Texas

Houston, TX – On April 10, 2025, Kyle Thane Ulbig, Ashley Diane Gray, Quinton Wayne Hogan, and Kali Nicole
Hubbard were indicted in the Southern District of Texas by a federal grand jury on conspiracy to commit bank fraud,
possession of stolen mail, possession of counterfeit postal keys, and aggravated identity theft.

Postal inspectors linked multiple mail theft investigations from May to November 2024 to a criminal network that targeted
business and residential mailboxes with the intent to steal checks, credit/debit cards, and other sensitive mail containing
hundreds of victims’ personally identifiable information.

“The safety and security of the U.S. Mail and its customers are core to the mission of the Postal Inspection Service,” said
Houston Division Acting U.S. Postal Inspector in Charge Shameka Jackson. “This case is an example of how postal
inspectors protect the integrity of the U.S. Mail and hold criminals accountable for their actions.”

All fugitives involved in the federal indictment have been arrested and are in federal custody awaiting trial.

The U.S. Postal Inspection Service values our law enforcement partners. We are grateful to the Texas Department of
Public Safety Trooper and Criminal Investigation Divisions, Harris County Constables Office PCT 4, Hedwig Village
Police Department, Harris County Sheriff’s Office, and the Houston Police Department for their assistance with ensuring
fugitives and mail thieves are brought to justice.

It is important to note that criminal charges are only allegations against a person. Every defendant is presumed innocent
until proven guilty beyond a reasonable doubt in a court of law.
