ORLANDO, Fla. — 2/14/25 – A man arrested in October and charged with stealing and discarding more than 1,000 pieces of mail has agreed to a plea deal to avoid trial.
Ottis McCoy Jr. will formally enter the plea in U.S. Middle District Court in Orlando next Wednesday.
Mark Solomon talked with and provided a cell phone video to WESH 2 investigates last October, showing the mail on Oct. 22 scattered in the woods at the end of a street in the Waterford Trails community of east Orange County.

Driving record of indicted Postal Service worker should have made him ineligible for job
ORANGE COUNTY, Fla. — 11/27/24 – WESH 2 Investigates is learning more about the arrest of a Postal Service delivery driver who allegedly discarded a pile of mail in a wooded Orange County area, including a mail-in ballot.
Driver Ottis McCoy Jr. was indicted [see DOJ below] after security cameras recorded him on Oct. 22 allegedly dumping mail in some woods in an east Orange County neighborhood. WESH 2’s investigation reveals the man’s driving record should have prevented him from being hired in the first place.
“You could also see a handful of letters in the trees, further up,” said Mark Solomon, who lives in the neighborhood where the mail was found.
While walking his dog, Solomon couldn’t believe what he saw, so he shot a video of more than a thousand pieces of mail scattered in the woods in the Waterford Trails community and called the Postal Service to investigate.
“He should be held criminally liable,” Solomon said.
That’s exactly what’s happening to delivery driver McCoy. He’s facing a federal indictment for stealing mail. The complaint shows images from a home security camera of McCoy’s vehicle, which the postal inspector verified with his employer through a tracking device in the vehicle.

On October 24, 2024, Ottis Nicole McCoy, Jr. (19, Sanford) was charged with mail theft. According to the criminal complaint, McCoy, a contract employee with the United States Postal Service (USPS), was tasked to deliver mail to residences in Orlando. Instead, on October 22, 2024, McCoy transported the mail to a wooded lot, where he dumped more than 1,000 pieces of mail. Among the items that McCoy dumped were over 400 pieces of election-related mail, including an election ballot. Following an investigation by the U.S. Postal Inspection Service (USPIS), investigators recovered the discarded mail and located video surveillance footage showing McCoy throwing the mail into the wooded lot. If convicted, McCoy faces up to five years in prison.
