USPS on H.R. 756, the Postal Service Reform Act of 2017

Can you, please, make sure that rural customers on HCR deliveries here in Hawaii, in a large subdivision with 6 000 homes and more being built, will continue to be served? We were sent a notice by our Home Association that “The Post Office is eliminating existing boxes in near future”. We have been using the same cluster kiosks on our four main roads for decades. Now we are told USPS will not provide more mailboxes and if the new residents want any mail service we have to purchase, set, and maintain new boxes, one per lot requirement and to specs of the USPS. Transport of new boxes from the U.S. mainland, prepping of vacant lot land and installation costs in Hawaii are prohibitive. Moreover, even owners of undeveloped lots and owners of more than one lot (even if it is just rain forest or a pasture) would be required to buy one mailbox per lot and pay yearly maintenance. The subdivision falling under a different post office is being accommodated for growth, Why not us? Can each post office set its own rules even though situations are identical? Deliveries from Keaau Post Office 6 miles away from top of our subdivision are handled solely by contractors. We are confused and community is divided over this most recent problem. Please, help!
