Management Instruction: FM-640-2014-2, Government-Issued, Individually Billed Travel Charge Cards
Effective May 15, 2014, Management Instruction (MI) FM-640-2014-2, Government-Issued, Individually Billed Travel Charge Cards, is published to reflect the elimination of cash advances for nonbargaining unit employees using the cash withdrawal feature of the government-issued individually billed travel cards. This change will not affect any of the other features of the travel card or the ability to pay for official travel-related expenses.
You are reminded that the Government-issued, individually billed travel cards are issued to employees to use for official USPS® travel-related expenses ONLY.

Beginning May 15, Executive and Administrative Schedule (EAS) employees with government-issued individually billed travel cards no longer are permitted to use their cards for cash advances. The change doesn’t affect other card features or employees’ ability to pay for travel-related expenses.
The change is being implemented because employees already use their cards to pay for most travel expenses and don’t require cash advances for expenses made when they’re traveling on business. Also, cash advances no longer are a standard component of travel card programs.
