APWU, USPS Agree On New Lead Clerk Jobs
(05/04/12) The APWU and USPS agreed to job descriptions for new Lead Clerk positions on May 4, and agreed to the process for posting and bidding the new positions. The new positions were negotiated as part of the 2010-2015 Collective Bargaining Agreement.

Lead Clerk positions will be established as follows:
Lead Sales & Service Associate [PDF]
Lead Mail Processing Clerk [PDF]
Lead Customer Service Clerk [PDF]
They will earn one level higher than others in their group.
To be awarded a Lead Customer Service Clerk or Lead Mail Processing Clerk position, employees must have a minimum of one year’s experience in the functional area. Lead Sales & Service Associates must have a minimum of one year’s experience working on the window.
Lead Clerks can perform all of the tasks of a supervisor except issue discipline and grant leave. They may work alone or as a working leader, with or without supervision, and will have the latitude to determine when a supervisor should be involved in their activities.
Lead Clerk positions will be posted as senior-qualified duty assignments.

Is a LSSA required to do dispatch?
I need to know if a T7 that is an official of the apwu can be a 204b?
I also need to know where in the contract, mou, constitution, etc., does it say that a grievance can be filed for a T7 to be doing the 204b work and not a carrier who was asked to do the job and accepted it.
Please help.
You would need to ask your union steward – or search your contract. When I was employed (retired in 2007) yes – anyone could be a 204b at any time. Rick

Becky Barton you are absolutely correct..i have been a lead clerk for 3 years worked 24 years to get there. Got was new postmaster and he’s changing my bid from 4-12 30 to 930-6 and this is only after I fell at work and fractured my ribs. Can you say retaliation we have no support from the unions.
Why an a Lead Clerk whose job title is Lead Clerk SPBY, remain in manual area and move other clerks to SPBY.
As a lead clerk my understanding is they should be in rotation with job assignment as level 6 clerk .
Can a PTF be paid higher level as L7? Basically being used as a 204b but paid as a LSSA when there are no supervisor vacancy in office and there is a current Regular LSSA on duty?

With supervision being part of the T7 position, is it a conflict for someone who is a T7 to be an APWU local president?

Is there a training for this position?
Can lead clerk tell you when to your break and how long your break will be? Also can they run all 4 feeders by themselves

I was recently awarded a T-7 position in my office and am confused as to the duties of the job. I am quite open to any and all things related to retail but I am asked to supervise the distribution clerks..schedule the tour 1 clerks of which I have no idea of the operation. I am also supposed to be responsible for Tacs errors and inputing leave for the entire office which includes maintenance and all city routes of which there are 50. I am not a supervisor and do not understand how this falls under my job description.
Where or who can we contact to find out about level seven. No one seems to know what exactly it entails and what we are suppose to be doing. I used to do this job as a level 16 and understood my responsibility. Now I get less pay have to do both jobs and have no idea what my responsibilities are. HELP!!!!
I am being excessed to a lead clerk job, i haven’t been a window clerk since 1996. I have no idea ,what the job requires,or even how to run the window. Don’t want the job,but what can i do.
I was a full time window clerk and because management did not want to do the 1412 work I had to perform the duties as assigned and then I lost my job to the new level 7. Never got HL pay when I performed the 1412 work. I was a SSA and not a 1412 clerk. what can I do now?

Lead clerks bids have been filled , but postal mgmt is not using them. they are doing clerk job working on machs, etc.. at the level 7.
As Lead Sales & Service Associate I have been removed from the window which I truly enjoyed working for the past 17 years, have been re-assigned to distribution & dispatch and while trying to file a grievance was told by my local union president that management can do what they want and that it is the opinion that I feel I am to GOOD to do the work I have now been assigned to!!!
This is what I paid dues 17 years for to be represented in this manner? Maybe the union is trying to keep the junior employees happy since the still have many years of dues yet in front of them. This whole experience has left me feeling nothing but contempt for the APWU……..
Exactly, why would anyone want this position. The union was wrong to think this position would help the clerk craft..it only helps management. Most of the employees will get the job by default..senior guy will not take it. And now management is abusing the Lead Clerk to do their dirty work. And a terrible schedule to boot. ….GOOD JOB APWU!

It’s great Sue I was making the same amount of money a week ago but now I get 80 percent of the job title of the LV 17 SCS but zero extra income I’m thrilled about it.
I was informed that this position only pays 25 cents more an hour. Why would anyone want to do this?
