PAY PROBLEM FOR 4,370 RURAL CARRIERS

Unfortunately, a programming error has occurred in PP 01/10 payroll processing. Approximately 4,370 rural routes will not receive pay. The problem affects both regular rural carriers and any substitutes on those routes. Local Emergency Salary Advances are authorized as necessary. The affected routes are spread across all Areas. Please pass the following information to all TACS offices and field offices in your Area and follow the instructions below carefully:
Rural Carrier Pay Problem for PP-01 of 2010
Rural timecards that were entered into TACS for your rural carriers in PP-01 of 2010 will be used to enter payroll adjustments for these employees. You DO NOT have to complete any PS Forms 2240Rs. These adjustments will be entered using the data that was entered into TACS and will be paid in PP-02 of 2010.
If you give salary advances to any of your employees, complete PS Form 1608. (This form is listed on the blue page under ‘forms’). The instructions state to use AIC 754. However, we want you to use AIC 554 and fax in a copy to the Eagan ASC as soon as possible, but no later than COB on Tuesday, 1/12/2010. Any 1608s that we receive will have their salary advance deducted from the payroll adjustment that is entered.
If we receive 1608s after the deadline, they will be returned to the office. The salary advance will need to be collected locally. Also the AIC 554 will need to be backed out and put into AIC 754.

Calculation of Salary Advance for Regular Rural Carrier:
Salary Advances should not be greater that 65% of gross pay
Annual Salary:
$53,032 divided by 260 for a K Route = $203.96 daily gross
$53,032 divided by 286 for a J Route = $185.42 daily gross
$53,032 divided by 312 for a H Route = $169.97 daily gross
Calculation of Salary Advance for a Sub Rural Carrier
Most of your RCAs are hourly paid $18.50 per hour. To determine the evaluated hours and gross pay:
42 divided by 5 for a K Route = 8.4 daily evaluated hours
42 divided by 5.5 for a J Route = 7.63 daily evaluated hours
42 divided by 6 for a H Route = 7 daily evaluated hours
This by no means cover all of your situations, but gives you a quick reference.
