Clarification on POStPlan Questions About EAS 18 Evaluation Process and Discontinued Service Retirement Eligibility

NAPUS leaders met with Postal Service representatives to receive clarification on the following issues which may impact Postmasters who will be part of POStPlan. The following information provides clarification to information that was previously provided by USPS headquarters, then relayed at chapter conventions and published in recent Postmasters Gazettes.
Q -Will offices that were upgraded to EAS 18, (by using the 5.75 hour SOV workload evaluation) continue to be evaluated by using the same process, after 2014? If so, will there be two workload evaluations for level 18 offices (one will be evaluated with WSCs and one by using the SOV formula for 5.75 hours?)
A -Offices upgraded to a Level 18 will be evaluated using the Form 150 prior to Sept. 2014. If the office does not meet the criteria of the 150 to remain as an 18 the office will be reevaluated using the SOV/ CSV. If the office falls below 5.75 earned hours under SOV/CSV the postmaster will receive a RIF notice and the office will be placed at the evaluated level in 2014.
Q -In 2014, if a POStPlan 6 or 18 is evaluated less than its current evaluation what is the time frame for reducing to that level of office and what is the process?
A -Immediately, based on the earned workhours.
Q -If an office is DUO’d during the next two years, will the Postmaster receive indefinite salary protection like those that were DUO’d prior to the POStPlan implementation?
A -Yes
Q -There is much confusion over DSR eligibility. NAPUS has been telling members that DSR eligibility doesn’t start until a Postmaster receives a RIF separation notice and it applies to 2 and 4 offices only. Postmasters receiving a notice that they will be lowered to a 6 hour office will not be eligible for DSR. Is this a correct answer?
A -If an incumbent Postmaster receives a reasonable offer prior to the RIF notice date of June 2014 those Postmasters can still apply for DSR provided that the Postmaster meets the Criteria. After receiving the RIF notice, if a Postmaster declines a reasonable offer they cannot apply for DSR. The level six positions have been determined as not being a reasonable offer.

Information on the revised POStPlan mapping list is expected to be available at District offices within the next few days. Information will include a list of Administrative Post Offices (APOs) and the Remote Managed Post Offices (RMPOs) that will be reporting to the APOs. The list has been reviewed and input was provided by Area and District managers, and the finalized list should be available to Postmasters through their District offices within the next few days.
