NALC files two national level grievances – consolidated casing initiative scheduled to begin in May and City Carrier Assistants (CCAs) Staffing

NALC – 4/25/19 – NALC has filed a national level grievance regarding the Postal Service’s unilateral implementation of the consolidated casing initiative scheduled to begin in the Annandale, VA Post Office in May. The Postal Service plans to expand the initiative to over 200 additional locations this summer. NALC will provide assistance to branches involved in this test. Branch officers, representatives, and members with questions should contact their national business agent’s office. NALC will provide updates on this test as they become available.

NALC has also filed a national level grievance regarding the Postal Service’s continuing non-compliance with the contractual caps on the employment of City Carrier Assistants (CCAs). Article 7, Section 2 of National Agreement and the Memorandum of Understanding Re: Sunday Delivery – City Carrier Assistant Staffing limit the number of CCAs the Postal Service may employ in each USPS District.   1. Funny how no fiscal emergency ever slows down the never ending stream of bonuses for management, but the pack mules who literally do all of the work have to go to court to get a 1% raise.

  2. We are in Branson Mo and our PO has hired 5 CCA’s we only have 4 full routes and 1 aux this is totally unfair to the senior CCA’S who are now starving for hours. One is even considering transferring and actually going to pay to move her family. BRANCH 203

  3. It’s about time, to bad it’s so late. The USPS has hired way more cca’s than allowed under the guise of they quit and haven’t been removed. Nalc looked the other way because they get to collect more union dues from more bodies. As for the casing BS, they tried that and it failed already. Just like the cca’s don’t give a sh## when they do your route when casing and delivering fss, dps, forwards, holds, markups,…. neither will someone care who only cases and doesn’t have to deal with delivery problems and errors. If they really cared, they would stop the district from putting WSS bundles into the automated mail and clogging up the machines causing all the mail to be sorted by clerks and carriers. What about having the mail arrive at office on time or earlier, so the clerks waiting for the mail arrival, can do the work before the windows open, like they are scheduled for. Then when the carriers get the mail late, we are still expected to return by our ET, even with the late mail being sorted.
