In a meeting with USPS leaders, NAPUS President Bob Rapoza was told that Postmasters who were upgraded to EAS 18 as a result of the 5.75 earned daily workload evaluation process will receive a 2% increase in salary, effective in the first pay period of October, 2012. (The increase may not exceed the maximum of the grade or the amount of increase needed to reach the minimum of the new pay range.)
NAPUS has requested USPS headquarters to provide us with the number of Postmaster positions that were posted nationwide (by level,) during the second round of postings. The request also includes the number of positions awarded (by level,) as a result of the posting. It is currently estimated that the recent vacancy announcements included more than 2,700 positions that were posted for Postmasters only.
Community meetings will begin next week in some of the vacant Post Offices that have been scheduled for POStPlan implementation. Customers in the community have been given surveys which provide them with four options, including keeping the office open with realigned window hours, based on workload. The Postal Service will eventually conduct public meetings at all impacted post offices. For a list of the current public meeting schedules, click here on the USPS website.
In Fiscal Year 2014, levels of Post Offices scheduled to be impacted by POStPlan will be determined by the SOV workload evaluation in FY 2013. It’s important that you become familiar with this process, as it will determine how your office will be impacted by POStPlan in 2014.
In recent meetings with Postal officials, NAPUS leaders continued to express concerns about upgraded EAS 18 offices, where PSEs are not allowed to work the window, and PMs are contractually limited to performing 15 hours of craft work per week. This issue is being addressed by Postal headquarters and a decision is expected soon. Until then, Postmasters are advised to continue to manage your operations as you have before. As soon as a clarification is received on this issue, it will be posted on the website.
