The<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/news-attachments\/Maint%20-%20Voluntary%20Attrition.pdf\" target=\"_blank\">Oct. 27 agreement<span class=\"Apple-converted-space\">\u00a0<\/span><\/a>settles a<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/news-attachments\/Maint%20-%20Voluntary%20Attrition%20-%20Moving%20Papers.pdf\" target=\"_blank\">Step 4 dispute<\/a>. <a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-7249\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\" alt=\"1aa-APWU-small\" width=\"295\" height=\"182\" \/><\/a><\/p>\n<p>The union and management agreed that voluntary transfers are not considered \u201cvoluntary attrition,\u201d which must occur before the Postal Service may subcontract the custodial work in offices where USPS custodians are employed. \u201cVoluntary attrition\u201d occurs when an employee bids out, is promoted, quits, retires, or dies. If voluntary attrition occurs, the USPS may apply the 18K Square Footage Memorandum of Understanding (MOU), which permits management to subcontract custodial duties for offices of less than 18,000 square feet.<\/p>\n<p>\u201cWith the changes Maintenance Craft officers negotiated in the 2010-2015 Collective Bargaining Agreement, the only opportunity to apply the MOU would be in small Associate Offices \u2013 most likely those with just one facility as the Post Office and no other facilities (such as a carrier annex) attached to it,\u201d said Maintenance Craft Director Steve Raymer.<\/p>\n<p>\u201cThe<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.apwu.org\/news\/web-news-article\/apwu-wins-major-victory-staffing-%E2%80%98postplan%E2%80%99-offices\" target=\"_blank\">recent POStPlan settlement<span class=\"Apple-converted-space\">\u00a0<\/span><\/a>also plays into this somewhat,\u201d he added. \u201cOur position is that the square footage of all the new RMPOs (Remotely Managed Post Offices) must be added together along with the new APO (Administrative Post Office) to determine if the 18K square foot requirement is met.
