{"id":7128,"date":"2014-03-06T08:51:58","date_gmt":"2014-03-06T13:51:58","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=7128"},"modified":"2014-03-06T08:51:58","modified_gmt":"2014-03-06T13:51:58","slug":"obamas-2015-budget-follows-pmgs-misguided-lead-on-saturday-delivery","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2014\/03\/06\/obamas-2015-budget-follows-pmgs-misguided-lead-on-saturday-delivery\/","title":{"rendered":"Obama\u2019s 2015 budget follows PMG\u2019s misguided lead on Saturday delivery"},"content":{"rendered":"<p><em>It\u2019s d\u00e9j\u00e0 vu all over again<\/em><br \/>\n<strong>Obama\u2019s 2015 budget follows PMG\u2019s misguided lead on Saturday delivery<\/strong><\/p>\n<p>March 05, 2014 &#8211; NALC<\/p>\n<p>As it has for the past four years, the Obama administration\u2019s budget proposal for 2015 defers to the misguided wishes of Postmaster General Patrick Donahoe by calling for the end of Saturday mail delivery and for allowing the Postal Service to \u201cbegin shifting to centralized and curbside delivery where appropriate.\u201d Rather than eliminate or repeal the pre-funding burden, the budget would simply restructure and re-amortize the liability for future retiree health benefits, pushing the problem off into the future. <a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2013\/08\/3-NALC-News-Small4.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-6526\" alt=\"3-NALC News Small\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2013\/08\/3-NALC-News-Small4.gif\" width=\"254\" height=\"214\" \/><\/a><\/p>\n<p>The 2015 budget proposal also would make permanent the 4.3 percent exigent postal rate increase enacted in January, an increase that the Postal Regulatory Commission had set to expire in two years.<\/p>\n<p>These budget proposals not only fail to address the main source of the Postal Service\u2019s problems, they also directly threaten nearly 100,000 good postal jobs at a time when the Postal Service\u2019s finances have rebounded strongly.<\/p>\n<p>These proposals, cooked up in the panic of 2009 and 2010 when the Great Recession was in full swing, never made sense: Cutting service is a prescription for driving even more business away. The proposals make even less sense now that the Postal Service is earning operating profits (before one accounts for a pre-funding expense that no other agency or company faces), while an e-commerce boom is pushing the Postal Service to provide service seven days a week.<\/p>\n<p>\u201cThe Office of Management and Budget remains under the spell of a misguided postmaster general, a leader who seems committed to sticking to an obsolete austerity plan devised in very different circumstances,\u201d NALC President Fredric Rolando said. \u201cOMB has lazily produced a weak, job-killing postal reform plan that Congress should soundly reject.\u201d<\/p>\n<p>Republican leaders denounced President Obama\u2019s plan as \u201cdead on arrival\u201d\u2014albeit for much different reasons. \u201cStill, \u2018dead on arrival\u2019 seems about right to me,\u201d Rolando said. \u201cNALC and other postal stakeholders must come together with our allies in Congress on a plan to help the Postal Service innovate and grow.<\/p>\n<p>\u201cIt\u2019s time to maximize the value of our incredible universal networks, not to dismantle them,\u201d Rolando said.<\/p>\n<p>NALC has communicated our views to the Obama administration.
