How is it different from the other programs that outsource postal retail functions \u2013 the grocery stores that sell stamps and the Village Post Offices in hardware stores and gas stations in small towns?\u201d <a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/02\/stop-staples.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-6981\" alt=\"stop-staples\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/02\/stop-staples.gif\" width=\"190\" height=\"190\" \/><\/a><\/p>\n<p>\u201cThe difference is the scale,\u201d said Clerk Craft Director Clint Burleson. \u201cWe\u2019re not happy about Village Post Offices or grocery stores selling stamps, either,\u201d he said. \u201cBut Staples is a national chain with 1,600 stores. And the Staples postal units are performing many of the functions our retail clerks perform.<\/p>\n<p>The USPS Five-Year Business Plan dated April 2013 reports that 40 percent of retail operations are provided through \u201calternative access,\u201d including personal computers, stamps-only sales at grocery stores and other outlets, Burelson pointed out.<\/p>\n<p>\u201cContract Postal Units account for less than 2 percent of retail revenue,\u201d he noted. \u201cBut if the Staples plan takes hold, it would be another major step toward full-scale privatization of retail operations.\u201d<\/p>\n<p>And the Five-Year Business Plan states management\u2019s goals for retail operations.
