Issa Introduces Postal Legislation<\/strong><br \/>\n<em>APWU Urges \u2018No\u2019 Vote on \u2018Deeply Disturbing\u2019 Bill <a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2013\/07\/4-APWU-Small1.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-6331\" alt=\"4-APWU-Small\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2013\/07\/4-APWU-Small1.gif\" width=\"322\" height=\"181\" \/><\/a><\/em><\/p>\n<p>Rep. Darrell Issa (R-CA) officially introduced postal legislation on July 19, which will be voted on by the House Committee of Oversight and Government Reform on July 24. The <a href=\"http:\/\/www.apwu.org\/news\/webart\/2013\/13-087-hr2748-130722-bill.pdf\" target=\"_blank\">bill (H.R. 2748 [PDF])<\/a> includes some minor modifications from a discussion draft Rep. Issa circulated in June, but is still \u201cdeeply disturbing,\u201d APWU President Cliff Guffey said.<\/p>\n<p>Although the revised bill omits the requirement to re-open contract negotiations to immediately eliminate protection against layoffs, which was included in the discussion draft, the revised bill would prohibit postal unions and management from negotiating protection against layoffs in future contracts; increase health insurance costs; limit collective bargaining rights; close post offices, stations and branches; consolidate plants, and privatize operations.<\/p>\n<p>&#8220;The legislation as written is totally unacceptable,&#8221; Guffey said.<\/p>\n<p>At the national level, union officers are discussing specifics of the bill with legislators and asking them to oppose it. The APWU outlined its objections to the bill in a <a href=\"http:\/\/www.apwu.org\/news\/webart\/2013\/13-087-hr2748-130722.pdf\" target=\"_blank\">July 22 letter<\/a> [PDF] to Rep. Issa and Rep. Elijah Cummings (D-MD), the ranking minority party member on the panel.<\/p>\n<p>Legislative and Political Director Gary Kloepfer also urged union members to get involved. \u201cWe are calling on APWU members whose U.S. representatives serve on the Committee on Oversight and Government Reform to contact them and urge them to vote \u2018no\u2019 on July 24,\u201d he said.<\/p>\n<p>\u201cThis bill would have a devastating effect on the Postal Service and on postal employees, as well as the American people,\u201d Kloepfer said. \u201cWe must do everything we can to stop it.\u201d<\/p>\n<p>To contact your representative by phone, call the Capitol switchboard at 202-224-3121.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rep.
