This particular rulemaking docket is noteworthy because it was prompted by a Petition for Rulemaking submitted by a mailer.<\/p>\n<p>Petitions for rulemaking provide opportunities for interested persons to bring thoughtful, well-supported proposals before the Commission for review in a public docket.
