But he said Congress must act soon.<\/p>\n<p>Building on the case for new legislation he made during his <a href=\"https:\/\/liteblue.usps.gov\/news\/link\/2013\/04apr\/news18s1.htm\" target=\"_blank\">April 17 testimony<\/a> before a House committee, Donahoe said USPS could be profitable today and for the next decade, adding the organization needs Congress to give it flexibility to operate more effectively.
