{"id":40141,"date":"2026-09-09T12:32:10","date_gmt":"2026-09-09T17:32:10","guid":{"rendered":"https:\/\/postalemployeenetwork.com\/news\/?p=40141"},"modified":"2026-09-09T12:32:10","modified_gmt":"2026-09-09T17:32:10","slug":"nalc-new-memorandums-of-understanding-and-national-level-settlements","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2026\/09\/09\/nalc-new-memorandums-of-understanding-and-national-level-settlements\/","title":{"rendered":"NALC: New memorandums of understanding and national-level settlements"},"content":{"rendered":"<p>9\/8\/26 &#8211; The NALC and the Postal Service have agreed to a Memorandum of Understanding (MOU) Re: Monetization of Annual Leave (<a href=\"https:\/\/s3.us-east-1.amazonaws.com\/mseries.nalc.org\/M02019.pdf\">M-02019<\/a>) in which career employees covered under the NALC agreement may sell back up to 80 hours of annual leave prior to the beginning of the leave year. To qualify for annual leave monetization, employees must meet two criteria: They must be at the maximum annual leave carryover limit at the start of the leave year and must have used fewer than 75 hours of sick leave in the previous leave year.<\/p>\n<p>In addition, the national parties have agreed to a MOU Re: Annual Leave Carryover for Leave Year 2027<em>\u00a0<\/em>(<a href=\"https:\/\/s3.us-east-1.amazonaws.com\/mseries.nalc.org\/M02020.pdf\">M-02020<\/a>), which increases the maximum allowable annual leave carryover amounts outlined in the\u00a0<em>Employee and Labor Relations Manual<\/em>\u00a0(<em>ELM<\/em>). For Leave Year 2027, regular workforce career employees covered by the\u00a0<em>USPS-NALC National Agreement\u00a0<\/em>may carry over 520 hours of accumulated annual leave from Leave Year 2026 to Leave Year 2027. The memorandum, which does not change the provisions in the\u00a0<em>ELM<\/em>\u00a0for payment of accumulated leave, will expire with the conclusion of the 2027 leave year.<\/p>\n<p>Also, in a letter dated Sept. 3, 2026 (<a href=\"https:\/\/s3.us-east-1.amazonaws.com\/mseries.nalc.org\/M02021.pdf\">M-02021<\/a>), USPS and NALC have renewed the bidding procedures outlined in\u00a0<a href=\"https:\/\/www.nalc.org\/workplace-issues\/resources\/2023-2026-National-Agreement.pdf#page=49\">Article 12.3.A<\/a>\u00a0of the\u00a0<em>National Agreement<\/em>, effective May 23, 2026. This renewal allows city letter carriers to continue bidding on, and subsequently be awarded, vacant job assignments during the ongoing contract negotiations and in the event the parties come to an impasse and proceed to interest arbitration. Successful bids following May 23, 2026, will count toward the maximum bids established in the next\u00a0<em>National Agreemen<\/em>t.<\/p>\n<p>NALC and USPS have also resolved two issues pending at the national-level interpretive step. The parties have reached an agreement on a national-level grievance regarding the Postal Service\u2019s Heat Illness Prevention Program (<a href=\"https:\/\/s3.us-east-1.amazonaws.com\/mseries.nalc.org\/M02017.pdf\">M-02017<\/a>), and the Postal Service has withdrawn a request for an interpretive review of a national-level dispute (<a href=\"https:\/\/s3.us-east-1.amazonaws.com\/mseries.nalc.org\/M02018.pdf\">M-02018<\/a>) regarding the filing of PS Form 1767 and remedies for rights not bargained for in the contract.
