The PERFORM Act ends the practice of rewarding\u00a0poor performance\u00a0and makes clear that leadership must earn incentive pay by delivering results \u2013?not excuses,\u201d\u00a0<strong>said\u00a0Representative\u00a0Strong.<\/strong><\/p>\n<p class=\"x_paragraph\">The U.S. Postal Service has reported more than $25 billion in net losses over the past three fiscal years, including a $9 billion loss in Fiscal Year 2025. At the same time, millions of Americans have faced delays in receiving medications, bills, checks, legal documents, election mail, and other time-sensitive correspondence.<\/p>\n<p class=\"x_paragraph\">Despite\u00a0these persistent\u00a0service failures\u00a0and\u00a0financial\u00a0losses,\u00a0the Postmaster General\u00a0remains\u00a0eligible for a performance-based bonus, continuing a pattern in which Postmaster Generals\u00a0have received more than $2 million in bonuses over the past decade.<\/p>\n<p class=\"x_paragraph\">The PERFORM Act\u00a0restores accountability\u00a0by\u00a0prohibiting\u00a0a performance-based bonus for the Postmaster General if, during the preceding fiscal year, the Postal Service:<\/p>\n<ul type=\"disc\">\n<li>Fails to\u00a0meet nationwide service performance targets;<\/li>\n<li>Reports a net loss;<\/li>\n<li>Receives a material weakness, adverse audit opinion, or disclaimer in its financial audit;\u00a0or<\/li>\n<li>Fails to\u00a0submit\u00a0a required report to Congress.<\/li>\n<\/ul>\n<p class=\"x_paragraph\">\n\u201cIf the U.S. Postal Service were a private sector operation, it would have filed for bankruptcy years ago. Further, if a CEO\u2019s tenure saw an average annual net loss of $10 billion while service standards continued to decline, company leadership would be standing in the unemployment line \u2013?not collecting performance bonuses,\u201d\u00a0<strong>continued\u00a0Strong.<\/strong><\/p>\n<p class=\"x_paragraph\">Original cosponsors of the PERFORM Act include Representatives Barry Moore\u00a0(AL-01),\u00a0Shomari Figures\u00a0(AL-02),\u00a0Mike Rogers\u00a0(AL-03),\u00a0Robert Aderholt\u00a0(AL-04),\u00a0Gary Palmer\u00a0(AL-06),\u00a0and Terri Sewell\u00a0(AL-07).<\/p>\n<p class=\"x_paragraph\">&#8220;The American people expect accountability from every part of the federal government, and the U.S. Postal Service should be no exception,&#8221;\u00a0<strong>said Rep. Barry Moore.<\/strong>\u00a0&#8220;When USPS is losing billions of dollars, failing to meet service standards, and falling short of basic financial accountability, taxpayers should not be expected to foot the bill for performance bonuses.\u00a0\u00a0It is absurd to reward bonuses to bureaucrats that\u00a0fail to\u00a0meet basic operational standards. I&#8217;m proud to join Congressman Dale Strong in standing up for taxpayers and bringing common-sense accountability back to Washington.&#8221;<\/p>\n<p class=\"x_paragraph\">\u201cI was proud to join my friend, Rep. Dale Strong, in introducing this commonsense legislation to incentivize better performance by the Postmaster General,\u201d\u00a0<strong>said Rep.\u00a0Mike Rogers.\u00a0<\/strong>\u201cThe United States Postal Service loses billions per year, yet the Postmaster General still receives performance-based bonuses nearing $200,000.\u00a0We must hold the Postmaster General to account, and removing performance-based bonuses in years following substandard results is a great start.\u201d<\/p>\n<p class=\"x_paragraph\">&#8220;As we celebrate America\u2019s 250th anniversary, it\u2019s worth remembering that the United States Postal Service is actually older than the nation itself,\u201d<strong>\u00a0said Rep. Robert Aderholt.\u00a0<\/strong>\u201cYet in recent years, it has fallen far short of the vision our first Postmaster General, Benjamin Franklin, had for our national mail service.\u00a0Postal rates have continued to climb while service has become slower and less reliable. That\u2019s why I\u2019m proud to be an original cosponsor of the PERFORM Act, led by Congressman Strong, to help hold the Postal Service accountable to its customers, the American people.&#8221;<\/p>\n<p class=\"x_paragraph\">&#8220;The Postal Service has lost billions of dollars while Americans continue to deal with delayed mail and declining service, yet executives are still eligible for hefty bonuses,\u201d\u00a0<strong>said Rep. Gary Palmer.\u00a0<\/strong>\u201cBeing rewarded with taxpayer dollars for poor service is unacceptable. The PERFORM Act puts an end to this by ensuring taxpayer-funded performance pay is tied to actual performance and accountability.
