The report, which was released in March but received little if any public attention, examined drug spending between 2016 and 2021 within the health plan that covers more than 200,000 unionized mail carriers and post office workers, as well as retirees. The audit found that ESI overcharged the Carrier and the Federal Employee Health Benefits Program (FEHBP) nearly $44.9 million by not passing through all prescription drug discounts and credits that were required under the Carrier\u2019s contract with OPM. The key findings of the audit that require ESI\u2019s corrective action included:<\/p>\n<ul>\n<li>The Carrier overstated pharmacy costs in its annual accounting statements for 2018 through 2021<\/li>\n<li>The FEHBP did not receive pass-through pricing from ESI for retail pharmacy claims, resulting in an overcharge of approximately $14.4 million<\/li>\n<li>The FEHBP did not receive several of the drug purchasing discounts collected by ESI for drugs filled by its own mail order warehouses and specialty pharmacies, resulting in an approximate $6.8 million overcharge<\/li>\n<li>ESI failed to return approximately $2.5 million in retail pharmacy claim transaction fees that it was credited for the Carrier\u2019s retail prescription drug benefits<\/li>\n<li>The FEHBP did not receive a portion of the drug manufacturer rebates collected by ESI, resulting in an approximate $5.3 million overcharge<\/li>\n<li>ESI\u2019s sister company, Ascent Health Services, erroneously withheld a portion of the FEHBP\u2019s drug manufacturer rebates in 2019 and 2020, resulting in approximately $15.8 million due to the Carrier and FEHBP<\/li>\n<\/ul>\n<\/div>\n<div>NCPA<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Published by Stat &#8211; journalism about health, medicine, and the life sciences. 7\/22\/24 &#8211; Express Scripts, one of the largest pharmacy benefit managers in the country, overcharged U.S. Postal Service employees by a whopping $45 million for their prescription drugs during a recent five-year period, according to a federal audit.
