{"id":35371,"date":"2024-05-03T17:29:50","date_gmt":"2024-05-03T22:29:50","guid":{"rendered":"https:\/\/postalemployeenetwork.com\/news\/?p=35371"},"modified":"2024-05-03T17:29:50","modified_gmt":"2024-05-03T22:29:50","slug":"tester-introduces-bill-to-protect-rural-postal-service-prevent-unnecessary-consolidation-of-mail-processing","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2024\/05\/03\/tester-introduces-bill-to-protect-rural-postal-service-prevent-unnecessary-consolidation-of-mail-processing\/","title":{"rendered":"Tester Introduces Bill to Protect Rural Postal Service, Prevent Unnecessary Consolidation of Mail Processing"},"content":{"rendered":"<div class=\"elementor-element elementor-element-37c42dd elementor-widget elementor-widget-theme-post-content\" data-id=\"37c42dd\" data-element_type=\"widget\" data-widget_type=\"theme-post-content.default\">\n<div class=\"elementor-widget-container\">\n<p>5\/2\/24 &#8211; In response to the United States Postal Service (USPS) finalizing the decision to relocate Missoula\u2019s Processing and Distribution Center (P&amp;DC) outgoing processing operations to Spokane, Washington, U.S. Senator Jon Tester today introduced his <em>Protecting Access to Rural Carriers for Every Location (PARCEL) Act<\/em>\u00a0\u2013 legislation to prohibit unnecessary and harmful consolidation of mail processing operations nationwide.<\/p>\n<p><strong>\u201cThe Postal Service is critical to Montana\u2019s small businesses, seniors and veterans \u2013 and shortsighted decisions like relocating Missoula\u2019s outgoing mail processing operations out-of-state won\u2019t work for folks in rural America,\u201d\u00a0<\/strong>said Tester.\u00a0<strong>\u201cUSPS leadership has failed to listen to the people of Montana time and time again, and it\u2019s time to put a stop to their attack on service in rural America. My legislation will bring full operations back to Missoula and ensure that Postmaster DeJoy won\u2019t be able to strip rural America of reliable service without public approval and legitimate justification ever again.\u201d<\/strong><\/p>\n<p>Tester\u2019s legislation would prohibit the consolidation of mail processing operations unless it meets the three criteria below:<\/p>\n<ul>\n<li>Does not result in processing operations being relocated outside of state boundaries or harming local mail delivery.<\/li>\n<li>A geographical review is completed, particularly examining mountain passes and the implications of moving operations.<\/li>\n<li>Public input reflects favorably on the decision to move operations.<\/li>\n<\/ul>\n<p>Tester has been Montana\u2019s leading champion holding the USPS accountable. In February, Tester\u00a0<a href=\"https:\/\/www.tester.senate.gov\/newsroom\/press-releases\/tester-slams-usps-postmaster-over-proposed-relocation-of-missoula-facility-to-spokane\/\">urged<\/a>\u00a0Postmaster General Louis DeJoy to halt the United States Postal Service\u2019s Mail Processing Facility Review that could result in the relocation of Missoula\u2019s P&amp;DC outgoing mail processing operations to Spokane, Washington. In March, following an initial decision to make the move permanent, and after hearing from countless veterans frustrated with USPS\u2019s untimely delivery of prescription medications, Tester\u00a0<a href=\"https:\/\/www.tester.senate.gov\/newsroom\/press-releases\/tester-presses-usps-board-of-governors-to-improve-service-in-montana\/\">called on the USPS Board of Governors<\/a>\u00a0to work towards improved postal service in Montana.<\/p>\n<p>In December, Tester\u00a0<a href=\"https:\/\/www.tester.senate.gov\/newsroom\/press-releases\/with-montanans-experiencing-postal-delays-tester-urges-biden-administration-to-fix-usps-staffing-challenges\/\">pressed<\/a>\u00a0the Biden Administration to address staffing challenges and fill upcoming openings in USPS leadership with people who have experience with postal matters in rural areas. In June,\u00a0following months of discussions with Big Sky Post Office stakeholders and USPS,\u00a0<a href=\"https:\/\/www.tester.senate.gov\/newsroom\/press-releases\/pr-9135\/\">Tester secured<\/a>\u00a0a $229,000 per year increase in funding for the Big Sky Post Office to support continued services in the face of the area\u2019s rapid population growth.<\/p>\n<p>In April of 2022, his\u00a0<em><a href=\"https:\/\/www.tester.senate.gov\/?p=press_release&amp;id=9021\">Postal\u00a0Service Reform Act<\/a><\/em>\u00a0was signed into law, which ensures long-term, reliable mail service and put the USPS on sound financial footing. He has repeatedly pushed Postmaster General Louis DeJoy on USPS policy changes that have\u00a0<a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2020\/09\/09\/usps-prescription-drug-delays-investigation\/\">delayed mail<\/a>, threatened to undermine the agency, and harmed rural America.
