United States Postal Service<\/a>. The Judge reversed the decision of the M.S.P.B. &#8211; Merit Systems Protection Board.<\/p>\n<p>ANTHONY D. CUNNINGHAM, the mail handler, worked at the USPS P&amp;DC in Cleveland, OH.
