Belony\u00a0and his co-conspirators, Fred\u00a0Alcius,\u00a0Lucson\u00a0Appolon, and\u00a0Kevens\u00a0Louis were charged on April 9, 2019. Co-conspirators\u00a0Appolon\u00a0and Louis have pleaded guilty and are awaiting sentencing, and\u00a0Alcius\u00a0remains a fugitive.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 1em; color: #171e24; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-style: initial; text-decoration-color: initial;\">Informed Delivery is a free electronic notification service provided by the USPS that gives residential and P.O. Box customers the ability to digitally preview their incoming mail and manage their packages.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 1em; color: #171e24; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-style: initial; text-decoration-color: initial;\">According to the indictment, the defendants accessed victims\u2019 personal identifying information, including names, Social Security numbers, dates of birth, and addresses on the \u201cdark web\u201d and then used the information to open credit cards in the victims\u2019 names. The defendants then subscribed to Informed Delivery using the victims\u2019 personal identifying information and a fraudulent email address created to track the delivery of credit cards to the victims\u2019 residential mailboxes. The defendants subsequently intercepted the credit cards at the victims\u2019 mailboxes before the victims could receive them and used those credit cards at ATMs and to purchase gift cards and other items for resale at Apple and Walmart, among other retail establishments. The defendants traveled to states across the East Coast in furtherance of the fraud, including New Hampshire, Maine, and Massachusetts.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 1em; color: #171e24; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; background-color: #ffffff; text-decoration-style: initial; text-decoration-color: initial;\">United States Attorney Andrew E. Lelling and Joseph W. Cronin, Inspector in Charge of the U.S. Postal Inspection Service made the announcement today. Valuable assistance was provided by Homeland Security Investigations in Boston; the Concord, Fort Lauderdale (Fla.), Harvard, Kittery (Maine), Norfolk, Plantation (Fla.), Sherborn, and Weston Police Departments. Assistant U.S. Attorney Mackenzie A.
