Darrell Issa (R-CA) to cancel a union-sponsored television ad that has been airing on CNN, MSNBC, and FOX News. \u201cThe APWU stands by the ad, which dispels the myth that the USPS is funded by taxpayers,\u201d <a href=\"http:\/\/www.apwu.org\/news\/webart\/2011\/11-078-adcampaign-guffeyletter-110718.pdf\" target=\"_blank\">APWU President Cliff Guffey wrote on July 15<\/a> [PDF].<\/p>\n<p>The union\u2019s 30-second ad describes the enormity of the job postal workers do, and ends with a question and response: Ever wonder what this costs you as a taxpayer? Not a single cent.<\/p>\n<p><a href=\"http:\/\/www.apwu.org\/news\/webart\/2011\/11-078-adcampaign-issaletter-110718.pdf\" target=\"_blank\">In a letter to President Cliff Guffey dated July 11 <\/a>[PDF], the day the ad began airing, Issa called the ad \u201cmisleading,\u201d and in a July 13 <a href=\"http:\/\/oversight.house.gov\/index.php?option=com_content&amp;view=article&amp;id=1379:issa-to-postal-union-stop-misleading-ads-on-postal-service&amp;catid=22:releasesstatements\" target=\"_blank\">posting on the Web site of the House Oversight and Government Reform Committee<\/a>, which he chairs, Issaasked the union to cancel the ad campaign.<\/p>\n<p>Guffey noted that Issa acknowledged in his letter that, \u201cIt is true that the Postal Service no longer receives an annual subsidy for basic operations from the federal government, and has not for some time.\u201d<\/p>\n<p>\u201cThis is a simple fact that the ad accurately conveys to the American people,\u201d the union president wrote.<\/p>\n<p>\u201cWe reject your letter\u2019s attempt to obscure this fundamental truth,\u201d he continued. In his letter and on the Web page, Issa cited a <a href=\"http:\/\/www.apwu.org\/news\/webart\/2011\/11-078-adcampaign-issaletter-110718-ftc_report.pdf\" target=\"_blank\">report by the Federal Trade Commission<\/a> [PDF], which claims the Postal Service receives \u201cimplicit subsidies,\u201d such as preferential tax treatment and other benefits. The so-called \u201cimplicit subsidies\u201d provide no revenue to the Postal Service, and Issa failed to note that the FTC report \u2014 and others issued by the <a href=\"http:\/\/www.uspsoig.gov\/foia_files\/MS-WP-06-001.pdf\" target=\"_blank\">USPS Office of Inspector General <\/a>[PDF] and the <a href=\"http:\/\/www.apwu.org\/news\/webart\/2011\/11-078-adcampaign-issaletter-110718-prc_report.pdf\" target=\"_blank\">Postal Regulatory Commission<\/a> [PDF] \u2014 also point out that the USPS is required to serve every American citizen at a uniform rate, and that the costs of the universal service obligation far exceed the so-called \u201cimplicit subsidies.\u201d<\/p>\n<p>\u201cYour reference to so-called \u2018implicit subsidies\u2019 incorrectly suggests that the Postal Service is being funded by taxpayers,\u201d Guffey wrote. The USPS enjoys benefits because of its obligation to provide service to every American business and household \u2014 even when it is not cost-effective to do so.<\/p>\n<p>\u201cOur ad is correct,\u201d he concluded. \u201cThe Postal Service is not subsidized by taxpayers.
