{"id":1977,"date":"2011-02-15T08:21:57","date_gmt":"2011-02-15T13:21:57","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=1977"},"modified":"2011-02-15T08:21:57","modified_gmt":"2011-02-15T13:21:57","slug":"delivery-unit-optimization-update","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2011\/02\/15\/delivery-unit-optimization-update\/","title":{"rendered":"Delivery Unit Optimization Update"},"content":{"rendered":"<p><a class=\"highslide\" onclick=\"return vz.expand(this)\" href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2011\/02\/Nat-League-of-Postmasters.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-1978\" title=\"Nat League of Postmasters\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2011\/02\/Nat-League-of-Postmasters-150x150.gif\" alt=\"Nat League of Postmasters\" width=\"150\" height=\"150\" \/><\/a><\/p>\n<p><strong>Delivery Unit Optimization (DUO) Update<br \/>\n<\/strong><em>National League of Postmasters<br \/>\nFebruary 14, 2011<\/em><\/p>\n<p>League President Mark Strong has received a memo from Postal Headquarters stating that a solution and understanding of our meetings over the past few weeks has been reached for the Delivery Unit Optimization (DUO) impacted Postmasters\/station managers with regard to the recent proposal to change ELM 415&#8230; This agreement is only for those Postmasters\/station managers impacted by DUO and is a result of the three management organizations working extremely hard with Postal Headquarters on the DUO program through the consultative process that led to this solution. Since we had just finalized the DUO consultative process it was important that we dealt with these impacted Postmasters\/station managers separately from the proposal to change section 415 of the ELM.<\/p>\n<p>The agreement states that Postmasters and station managers whose EAS grade levels are reduced as a result of implementation of DUO will receive saved grade for two years and indefinite saved salary thereafter provided they adhere to the following:<\/p>\n<ul>\n<li>During the two-year saved grade period affected Postmasters and station managers downgraded as a result of DUO should apply for lateral reassignment to vacant duty assignments at their saved grade\/level within their commuting areas.<\/li>\n<li>During the two-year saved grade period Postmasters and station managers downgraded as a result of DUO may be reassigned involuntarily to vacant assignments at their saved grade\/level within their commuting areas.
