{"id":16146,"date":"2016-09-02T09:14:52","date_gmt":"2016-09-02T14:14:52","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=16146"},"modified":"2016-09-02T09:14:52","modified_gmt":"2016-09-02T14:14:52","slug":"apwu-mvs-wins-important-ruling-on-subcontracting-notification","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2016\/09\/02\/apwu-mvs-wins-important-ruling-on-subcontracting-notification\/","title":{"rendered":"APWU: MVS Wins Important Ruling on Subcontracting Notification"},"content":{"rendered":"<p><span class=\"news-date-inline\"><span class=\"date-display-single\">09\/02\/2016<\/span><span class=\"Apple-converted-space\">\u00a0<\/span>&#8211;<span class=\"Apple-converted-space\">\u00a0<\/span><\/span>The APWU won an important arbitration case on Aug. 18, when Arbitrator Shyam Das<a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/resource-files\/USPS.APWU%20Q06C-4Q-C%2011182451%2C%208.18.16.pdf\" target=\"_blank\"><span class=\"Apple-converted-space\">\u00a0<\/span>ruled<\/a><span class=\"Apple-converted-space\">\u00a0<\/span>that the Postal Service violated the Collective Bargaining Agreement by notifying the union of subcontracting awards after they have been let.<\/p>\n<p>Arbitrator Das ordered the Postal Service to cease and desist from such violations and to comply with provisions of Article 32.2.B before renewing Highway Contract Routes (HCRs).<\/p>\n<p>He also instructed the USPS to convert the 110 routes that remain in service to Postal Vehicle Service (PVS) within six months of the award for a four-year period. In addition, Arbitrator Das wrote, \u201cBy agreement, the parties may substitute other route(s) to be converted to PVS service pursuant to this order based on particular circumstances.\u201d<\/p>\n<p class=\"last\">\u201cThis is a significant award that will help protect Motor Vehicle Craft jobs,\u201d said Director Michael O.
