{"id":15771,"date":"2016-07-31T10:14:41","date_gmt":"2016-07-31T15:14:41","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=15771"},"modified":"2016-07-31T10:14:41","modified_gmt":"2016-07-31T15:14:41","slug":"apwu-three-new-signoffs-in-the-clerk-craft","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2016\/07\/31\/apwu-three-new-signoffs-in-the-clerk-craft\/","title":{"rendered":"APWU: Three New Signoffs in the Clerk Craft"},"content":{"rendered":"<p><span class=\"news-date-inline\"><span class=\"date-display-single\">07\/29\/2016<\/span><span class=\"Apple-converted-space\">\u00a0<\/span>&#8211;<span class=\"Apple-converted-space\">\u00a0<\/span><\/span>APWU Clerk Craft officers and the Postal Service signed three documents on July 29:\u00a0 They agreed to a new set of Questions &amp; Answers on the POStPlan, Filling Residual Vacancies, and Travel; signed a Step 4 Settlement on Postal Support Employees (PSEs) staffing Level 4 RMPOs (Remotely Managed Post Offices) working outside their installation, and signed an addendum Memorandum of Understanding (MOU) on Peak Season Exception Periods and the use of annuitants.<img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-7249\" style=\"border: none;\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\" alt=\"1aa-APWU-small\" width=\"295\" height=\"182\" \/><\/p>\n<p><strong>POStPlan, Filling Residual Vacancies, and Travel<\/strong><br \/>\nThe APWU and the Postal Service reached agreement on a series of<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/resource-files\/Q%26A%20POStPlan%2C%20Residual%20Vacancies%2C%20Travel.pdf\" target=\"_blank\">Questions &amp; Answers regarding POStPlan, Filling Residual Vacancies, and Travel<\/a>. Among the 17 items, they agreed to the following:<\/p>\n<ul>\n<li>Former postmasters who convert to the Clerk Craft in their RMPO on October 1, 2016, \u201c<\/li>\n<li>\u201cClerk Craft PSEs who have already served one full term as a PSE will not be required to serve a probationary period as required by Article 12, Section 1, after conversion to career.\u201d<\/li>\n<li class=\"last\">The parties strengthened their commitment regarding the application of Article 12,<span class=\"Apple-converted-space\">\u00a0<\/span><em>Principles of Seniority, Posting and Reassignments,<span class=\"Apple-converted-space\">\u00a0<\/span><\/em>of the contract in POStPlan offices.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/resource-files\/PSE_Level_4_RMPO_Out_Installation.pdf\" target=\"_blank\"><strong>Step 4 Settlement on PSEs Working Outside the Level 4 RMPOs<\/strong><\/a><br \/>\nIn a Step 4 settlement, the parties reaffirmed that the Level 6 PSEs staffing Level 4 RMPOs may not be utilized outside their APO (Administrative Post Office) installation, except on a limited, last-resort basis to staff Sunday package service hubs.
