{"id":1546,"date":"2010-10-20T16:47:47","date_gmt":"2010-10-20T21:47:47","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=1546"},"modified":"2010-10-21T17:54:35","modified_gmt":"2010-10-21T22:54:35","slug":"notion-that-usps-cant-afford-unions-is-a-cheap-shot","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2010\/10\/20\/notion-that-usps-cant-afford-unions-is-a-cheap-shot\/","title":{"rendered":"Notion that USPS Can\u2019t Afford Unions Is A Cheap Shot"},"content":{"rendered":"<p><a class=\"highslide\" onclick=\"return vz.expand(this)\" href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2010\/10\/APWU-News1.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-1547\" title=\"APWU-News\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2010\/10\/APWU-News1-150x150.gif\" alt=\"APWU-News\" width=\"150\" height=\"150\" \/><\/a><\/p>\n<p>APWU Web News Article 117-2010, Oct. 20, 2010<\/p>\n<p><strong><em>Notion that USPS Can\u2019t Afford Unions Is A Cheap Shot<\/em><\/strong><\/p>\n<p>APWU President William Burrus has again refuted assertions about the financial condition of the Postal Service that appeared in a <a href=\"http:\/\/dailycaller.com\/2010\/10\/12\/the-postal-service-cant-afford-unions\/\" target=\"_blank\">recent column in The Daily Caller: \u201cThe Postal Service Can\u2019t Afford Unions<\/a>.\u201d<\/p>\n<p>In <a href=\"http:\/\/www.apwu.org\/news\/webart\/2010\/10-117-dailycaller-lte-101020.pdf\" target=\"_blank\">an Oct. 18 letter <\/a>[PDF], Burrus wrote that if Tad DeHaven, the author of the column, \u201cknew what he was talking about, he could be dangerous.\u201d<\/p>\n<p>Burrus dispelled DeHaven\u2019s claims that the Postal Service\u2019s current financial situation arises from \u201cthe combination of a weak economy and growing competition from cheaper, quicker electronic communication alternatives,\u201d and that \u201ca big drag on the Postal Service\u2019s bottom line is the pesky postal unions.\u201d<\/p>\n<p>\u201cAn article devoted to explaining the poor financial position of the Postal Service that never once mentions the congressionally imposed mandate to pre-fund future retiree costs (in amounts of more than $5 billion annually for 10 years) is clearly biased,\u201d Burrus wrote, noting that no other government agency of private company bears this burden.<\/p>\n<p>\u201cI am not surprised that a right-wing publication such as yours wishes to avoid mentioning these fundamental facts,\u201d Burrus said.<\/p>\n<p>The union president pointed out that without the pre-funding obligation, which is unrelated to the wages and benefits of postal employees, the USPS would have experienced surpluses of $3.6 billion over the three-year period from Fiscal Year 2007 through 2009 \u2014 despite the fact that mail volume declined by 30 percent.<\/p>\n<p>Burrus refutes DeHaven\u2019s claims that postal unions are a \u201cgiant anchor on an already sinking ship.\u201d The author claims that the rights and benefits postal employees have fought long and hard for \u2014 such as no layoffs, healthcare premiums, and limited use of part-time workers \u2014 have pushed the Postal Service into the red.<\/p>\n<p>The union president noted that the APWU is currently engaged in collective bargaining, and the union welcomes the opportunity to discuss increased flexibility of its workforce.<\/p>\n<p>\u201cWe have long maintained that our members can perform many of the tasks historically reserved for supervisors and postmasters,\u201d Burrus wrote. This would eliminate the need for the USPS to pay premium wages for performance of routine administrative tasks.<\/p>\n<p>Burrus also mocked DeHaven\u2019s that arbitrators do not have to consider the financial condition of the USPS when reaching a decision.
