So why would taxpayers be footing the bill?<\/em><\/p>\n<p>The U.S. Post Office said it was simply looking out for taxpayer money.<\/p>\n<p>But now, 13WHAM News has learned that decisions USPS made almost a decade ago could cost taxpayers millions of dollars &#8211; and Rochester is right at the center of it.<\/p>\n<p>&#8220;I remember I was drenched in sweat. The pain was incredible,&#8221; said Frank Loose of Rochester.<\/p>\n<p>He&#8217;s talking about July 4, 2006. On that holiday, he was on the job working as a mail sorter at the postal warehouse on Lyell Avenue.<\/p>\n<p>Just after midnight, between the area of docks 8 and 9, he was struck by a forklift. According to the police report, the operator drove over Loose&#8217;s foot, put it in reverse, and rolled over it a second time.
