{"id":14396,"date":"2016-03-14T08:53:19","date_gmt":"2016-03-14T13:53:19","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=14396"},"modified":"2016-03-14T08:53:19","modified_gmt":"2016-03-14T13:53:19","slug":"after-postal-service-loses-money-on-consolidations-mccaskill-demands-answers","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2016\/03\/14\/after-postal-service-loses-money-on-consolidations-mccaskill-demands-answers\/","title":{"rendered":"After Postal Service Loses Money on Consolidations, McCaskill Demands Answers"},"content":{"rendered":"<h2 class=\"lead\">Senator, longtime advocate of preserving postal services in rural communities, pressing USPS on unforeseen costs, consequences of consolidation<\/h2>\n<p><time class=\"dateline\" datetime=\"2016-03-10\">Thursday, March 10, 2016<\/time><\/p>\n<p><b>WASHINGTON<\/b><span class=\"Apple-converted-space\">\u00a0<\/span>\u2013 U.S. Senator Claire McCaskill is demanding answers from the Postal Service on<span class=\"Apple-converted-space\">\u00a0<\/span>losses from the planned consolidation of 68 mail processing facilities, two of which are in the Springfield and Cape Girardeau regions, including higher-than-expected transportation costs that may undercut the agency\u2019s argument for further closures.<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.mccaskill.senate.gov\/imo\/media\/doc\/McCaskill%20Letter%20to%20Postmaster%20General%20Brennan.pdf\">In a letter<\/a><span class=\"Apple-converted-space\">\u00a0<\/span>to the Postmaster General, McCaskill requested a detailed accounting of where USPS expects savings and losses, raising the potential overall cost increases to the USPS associated with consolidations such as fuel costs and overtime pay \u2013 as carriers work longer hours and travel greater distances to deliver mail. <img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-10994\" style=\"border: none;\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2015\/05\/Senator-C.-McCaskill.jpg\" alt=\"Senator C. McCaskill\" width=\"337\" height=\"427\" srcset=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2015\/05\/Senator-C.-McCaskill.jpg 337w, https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2015\/05\/Senator-C.-McCaskill-237x300.jpg 237w\" sizes=\"auto, (max-width: 337px) 100vw, 337px\" \/><\/p>\n<p>\u201cIn total, the completed consolidation efforts associated with [USPS Consolidation] Phase II have actually resulted in a net spending increase of about $66 million in FY 2015,\u201d wrote McCaskill, a former Missouri State Auditor. \u201cWhile some of that increase may be attributable to delays in facility closings that had been scheduled for FY 2015, I am concerned that further implementation of the [consolidation plan] could result in additional unforeseen costs. As you are well aware, the USPS financial situation is dire. The USPS has no financial flexibility to continue making decisions that both degrade its service and<span class=\"Apple-converted-space\">\u00a0<\/span><i>increase<span class=\"Apple-converted-space\">\u00a0<\/span><\/i>costs.\u201d<\/p>\n<p>McCaskill, one of the Senate\u2019s most vocal and longstanding advocates for preserving postal service in rural America, is widely credited with having waged a successful campaign over several years to save rural post offices and maintain delivery times when faced with closures and the slowing of standards. Last year, following McCaskill\u2019s advocacy to preserve postal services in rural communities, USPS<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.govexec.com\/management\/2015\/05\/usps-suspends-remaining-facility-closures-scheduled-2015\/113743\/\">\u2018indefinitely\u2019 postponed closure<\/a><span class=\"Apple-converted-space\">\u00a0<\/span>of the 68 mail processing facilities\u2014answering<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.mccaskill.senate.gov\/media-center\/news-releases\/mccaskill-to-senate-colleagues-postpone-postal-closings\">her call<\/a><span class=\"Apple-converted-space\">\u00a0<\/span>for a one-year moratorium on postal closings until the impact of those closings is fully understood.<\/p>\n<p>McCaskill recently<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.mccaskill.senate.gov\/media-center\/news-releases\/postal-service-in-hot-seat-as-mccaskill-aims-to-protect-rural-delivery-for-missourians\">demanded answers<\/a><span class=\"Apple-converted-space\">\u00a0<\/span>from USPS on how it will protect mail delivery for rural Missourians and efficiently manage the cost-sharing benefits with competitors to carry mail the \u201clast mile,\u201d especially in rural areas.<\/p>\n<p>McCaskill is also a sponsor of the<span class=\"Apple-converted-space\">\u00a0<\/span><i>Rural Postal Act,<\/i><span class=\"Apple-converted-space\">\u00a0<\/span>a bill that aims to improve postal service, delivery times, and standards in rural communities that have been disproportionately affected by cuts to the Postal Service.
