{"id":13940,"date":"2016-01-29T15:54:33","date_gmt":"2016-01-29T20:54:33","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=13940"},"modified":"2016-01-29T15:54:33","modified_gmt":"2016-01-29T20:54:33","slug":"secret-document-exposes-usps-privatization-planning","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2016\/01\/29\/secret-document-exposes-usps-privatization-planning\/","title":{"rendered":"Secret Document Exposes USPS Privatization Planning"},"content":{"rendered":"<p><span class=\"news-date-inline\"><span class=\"date-display-single\">APWU News &#8211; 01\/29\/2016<\/span><span class=\"Apple-converted-space\">\u00a0<\/span>&#8211;<span class=\"Apple-converted-space\">\u00a0<\/span><\/span>A document unearthed in proceedings before the National Labor Relations Board (NLRB) reveals why the APWU is adamant that the Postal Service\u2019s deal with Staples \u2013 and others like it \u2013 must be stopped.<img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/content-images\/_APWU_072214_0184.JPG\" alt=\"\" width=\"400\" height=\"267\" \/><\/p>\n<p>The March 26, 2012, document exposes the secret privatization recommendation a Postal Service consultant made to USPS management: Eliminate most retail facilities throughout the country, along with the work of APWU employees.<\/p>\n<p>The document is covered by a<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/news-attachments\/Staples%20-%20NLRB%20Protective%20Order.pdf\" target=\"_blank\">\u201cprotective order\u201d<\/a>\u00a0that prohibits its disclosure, but the Administrative Law Judge presiding over the case has ruled that the contents can be summarized and brought out from behind the veil of secrecy.<\/p>\n<p>As described by the judge in his order, the document reveals that the Postal Service\u2019s consultant made a number of proposals to the USPS, including that the<span class=\"Apple-converted-space\">\u00a0<\/span><strong>Postal Service invest in high-traffic Postal Service locations and that it eliminate the majority of the standard-volume Postal Service locations and migrate that work to retail partners that are not staffed by APWU members.<\/strong><\/p>\n<p>The judge\u2019s order says, \u201cThe document was not prepared by the [USPS] and does not, on its face, reveal whether the [USPS] adopted any of the proposals contained in it.\u201d As the APWU sees it, the deal with Staples is consistent with this recommendation.<\/p>\n<p>\u201cThe USPS claim that the Staples deal is about providing customers with better access is a hoax. It is clearly a privatization scheme to transfer postal services \u2013 and our work \u2013 to the private sector,\u201d APWU President Mark Dimondstein said.<\/p>\n<p>\u201cThis document proves we are on the right track and should double down to stop this dirty deal in its tracks.
