{"id":12776,"date":"2015-10-22T18:04:04","date_gmt":"2015-10-22T23:04:04","guid":{"rendered":"http:\/\/postalemployeenetwork.com\/news\/?p=12776"},"modified":"2015-10-22T18:05:49","modified_gmt":"2015-10-22T23:05:49","slug":"apwu-dont-focus-on-postal-pulse","status":"publish","type":"post","link":"https:\/\/postalemployeenetwork.com\/news\/2015\/10\/22\/apwu-dont-focus-on-postal-pulse\/","title":{"rendered":"APWU: Don\u2019t Focus on \u2018Postal Pulse\u2019"},"content":{"rendered":"<p><span class=\"news-date-inline\"><span class=\"date-display-single\">APWU News &#8211; 10\/21\/2015<\/span><span class=\"Apple-converted-space\">\u00a0<\/span>&#8211;<span class=\"Apple-converted-space\">\u00a0<\/span><\/span>The APWU is urging union members to refrain from participating in \u201cfocus groups\u201d on Postal Pulse employee opinion surveys.<\/p>\n<p>The union opposes the Postal Pulse and other employee opinion surveys because management has a history of using the results of such surveys against workers during contract negotiations and arbitration. <a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-7249\" style=\"border: none;\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\" alt=\"1aa-APWU-small\" width=\"295\" height=\"182\" \/><\/a><\/p>\n<p>The Postal Service first announced Postal Pulse in February \u2013 just as negotiations for a new Collective Bargaining Agreement with the APWU were getting underway \u2013 and claimed the APWU and other unions supported the goals of the program. \u201cThe APWU vehemently opposes Postal Pulse \u2013 and any other employee opinion survey \u2013 despite management notices that say otherwise,\u201d APWU President Mark Dimondstein said at the time.<\/p>\n<p>\u201cThis kind of misinformation hinders our ability to represent the interests of the members,\u201d Industrial Relations Director Tony D. McKinnon Sr said.<\/p>\n<p>The USPS notified that APWU on Oct. 13 that it will conduct focus groups with employees to explore alternative methods to administer the survey.<\/p>\n<p>\u201cI believe this is an attempt by management to weaken resistance to the survey,\u201d McKinnon said.\u00a0 \u201cParticipation in the focus group is voluntary,\u201d he pointed out, \u201cso don\u2019t let them take your pulse.\u201d<\/p>\n<p>Employees who feel they are being pressured to take the survey or who have questions should contact their local union representative.<\/p>\n<p>Management first cited employee survey data during bargaining in the 1990s. The union\u2019s National Executive Board adopted a resolution opposing \u201cthe use of surveys, focus groups, polls, audits, as a means of interviewing employees and union officials to evaluate job-related internal issues.\u201d Similar resolutions have been adopted by the delegates to APWU National Conventions since then.<\/p>\n<p><a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2015\/10\/postal-pulse.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-12595\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2015\/10\/postal-pulse.jpg\" alt=\"postal-pulse\" width=\"220\" height=\"265\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>APWU News &#8211; 10\/21\/2015\u00a0&#8211;\u00a0The APWU is urging union members to refrain from participating in \u201cfocus groups\u201d on Postal Pulse employee opinion surveys.
