Circuit Court on Sept. 14 against the Postal Regulatory Commission (PRC), arguing that USPS service standards must be \u201clegally enforceable.\u201d In 2013, the union filed a complaint with the commission asserting that the Postal Service was systematically violating service standards as a result of plant closures. <a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-7249\" style=\"border: none;\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2014\/03\/1aa-APWU-small.gif\" alt=\"1aa-APWU-small\" width=\"295\" height=\"182\" \/><\/a><\/p>\n<p>To avoid addressing the complaint, the PRC concluded that service regulations are unenforceable. Contrary to all past pronouncements, the commission declared that service standards couldn\u2019t be \u201cviolated\u201d in any legally meaningful sense.<\/p>\n<p>\u201cThis is an unauthorized revision of the law,\u201d said APWU President Mark Dimondstein, noting that the Postal Accountability and Enhancement Act (PAEA) addresses USPS service standards.<\/p>\n<p class=\"last\">\u201cUntil the commission\u2019s rule of unenforceability is corrected, its \u2018directions\u2019 to improve service are nothing more than requests for cooperation from the Postal Service \u2013 no matter how much service deteriorates,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>APWU news &#8211; 09\/15\/2015\u00a0&#8211;\u00a0The APWU\u00a0filed a brief\u00a0in D.C.
