It also would make additional plant consolidations less feasible.\u201d<\/p>\n<p>The legislation would rescind the lower service standards the USPS implemented on Jan. 5 \u2013 which have wreaked havoc on mail delivery \u2013 and restore the standards that were in place on July 1, 2012.<\/p>\n<p>The amendment was approved by the House Appropriations Committee, in a bipartisan vote of 26-23. Six Republicans joined all of the committee\u2019s Democrats to endorse the measure, which was introduced by Rep. Chakah Fattah (D-PA).<\/p>\n<p>\u201cThis is the first step in a long process, however,\u201d Dimondstein warned. The full House must approve the Financial Services Appropriations bill. The Senate also must approve an appropriations bill and the two chambers must adopt a unified final version.<\/p>\n<p><strong>The Best Way to Achieve Our Goal<\/strong><br \/>\n\u201cTo achieve our goal, we will have to demonstrate that there is broad support in Congress,\u201d the union president \u00a0added. \u201cThe best way to accomplish this right now is to ask legislators to endorse House Resolution 54.\u201d<\/p>\n<p>House Resolution 54 is a non-binding measure that urges the Postal Service to take \u201call appropriate measures\u201d to restore the service standards that were in effect as of July 1, 2012.<\/p>\n<p>\u201cHouse Resolution 54 currently has 196 co-sponsors,\u201d Dimondstein pointed out, \u201cwhich means that if just 22 more U.S. Representatives sign on, we can declare that we have support from more than half the House.\u201d<\/p>\n<p>Legislative and Political Director John L. Marcotte said, \u201cI want to thank locals, states, retiree chapters\u00a0and auxiliary members for reaching out and educating Congress about the importance of service standards.\u201d<\/p>\n<p><strong>USPS Seeks to Derail Amendment \u00a0<\/strong><br \/>\nThe Postal Service has signaled it will try to derail the measure. In a statement on its website, the Postal Service called the amendment \u201cfinancially and operationally indefensible,\u201d and said it \u201cencourages Congress to remove the requirement.\u201d<\/p>\n<p>In addition to \u201cimmediate implementation costs,\u201d the USPS claimed \u201cforegoing the benefits\u201d of its \u201ccurrent operating model\u201d would cost the agency $1.5 billion annually.<\/p>\n<p>Dimondstein said the claim was preposterous. \u201cThe Postal Service should, at the very least, be honest with the American people and with Congress,\u201d he said.<\/p>\n<p>\u201cManagement\u2019s stance emphasizes how important it is that we win support for House Resolution 54.\u201d<\/p>\n<p><em>For more information, visit <a href=\"http:\/\/www.apwu.org\/\" target=\"_blank\">www.apwu.org<\/a>.
