Young and the late President Emeritus Vincent R. Sombrotto. The District Court dismissed the plaintiff\u2019s claim that the former officers had improperly accepted a $500 monthly allowance for in-town expenses.\u00a0\u00a0<a href=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2013\/08\/3-NALC-News-Small4.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-6526\" src=\"https:\/\/postalemployeenetwork.com\/news\/wp-content\/uploads\/2013\/08\/3-NALC-News-Small4.gif\" alt=\"3-NALC News Small\" width=\"254\" height=\"214\" \/><\/a><\/p>\n<p>The in-town expenses issue was the only remaining issue involving the individual officers after a 2008 decision by the U.S. Court of Appeals for the D.C. Circuit, which rejected Noble\u2019s claim that the NALC Executive Council had improperly authorized the union\u2019s payment of the employee share of FICA (Social Security) taxes for national officers and regional administrative assistants.<\/p>\n<p>The Court of Appeals also rejected Noble\u2019s challenge to the payment of<span class=\"Apple-converted-space\">\u00a0<\/span><em>per diem<\/em><span class=\"Apple-converted-space\">\u00a0<\/span>allowances to national officers who attend the NALC\u2019s biennial conventions; however, the Court of Appeals did not issue a final ruling on the in-town expenses dispute.
