A Feb. 26 News Break repeats the assertion.<\/p>\n<p>The union filed an<span class=\"Apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.apwu.org\/sites\/apwu\/files\/resource-files\/Postal%20Pulse%20NLRB%20022515.pdf\" target=\"_blank\">Unfair Labor Practice charge with the National Labor Relations Board (NLRB) on Feb. 25<\/a>, protesting management\u2019s false claim.<\/p>\n<p>The APWU has a long history of opposing employee opinion surveys because management uses workers\u2019 responses against union members during contract negotiations. \u00a0The timing of management\u2019s notice to employees, Feb. 19, was especially insidious, Dimondstein said, because it coincided with the opening day of contract talks.<\/p>\n<p>Management first cited employee survey data during bargaining in 1998.
