										<content:encoded><![CDATA[<p>House Ways and Means Committee Chairman Kevin Brady (R-TX) “tabled” a vote on an amended version of H.R. 711, the Equal Treatment of Public Servants Act. The measure would have reduced the impact of the Social Security’s Windfall Elimination Provision (WEP) on about 1.7 million retired public employees, including Civil Service Retirement System (CSRS) annuitants. The NAPUS-supported “original” bill attracted 119 cosponsors. However, a day before committee consideration, Chairman Brady, the author of the bill, abruptly proposed an amendment that would have dramatically decreased the WEP relief provided by the bill. Originally, the bill would have reduced the WEP penalty by about 50%; the amendment would have reduced the penalty by only 15%. Brady offered no explanation as to the reason for the amendment. In response to the amendment, many of the groups that had previously promoted H.R. 711, withdrew support. Consequently, Brady deferred action on the bill.</p>

<div>Dozens of postal workers, retirees, and community allies turned out this afternoon to celebrate the 241st  birthday of the US Post Office.  Postal unions have called on President Obama to declare July 26th Postal Heritage Day.</p>
<p>Chanting, marching through the Main Post Office in downtown Portland, singing and eating birthday cake, the crowd listened to postal defenders, including Benjamin Franklin, the first postmaster general in 1775.</p>
<p>Franklin, looking none the worse for his years, was apparently rolling in his grave, itching to bring a revolutionary message to today’s postal supporters.</p></div>

<div>“We need another revolutionary Postmaster General who will fight for the United States Postal Service, against the tyranny of the privatizers, against the oppression of the union busters.  We need revolutionary postal workers who will spread the alarm to every corner of this nation.  We need a revolutionary Congress that will fight the tyranny of the 1%, that will fight the oppression of the corporate profiteers,” proclaimed Franklin (aka Ben Poe).</div>

<div>“The postal service is under assault.   Over 200,000 good union jobs have been lost in the past ten years as post offices and mail processing plants have been cut and closed.  Mail is being delayed.  At-the-door delivery is on the chopping block.</p>
<p>“The postal service is not broke, but the agenda of the 1% and their friends in Congress is to cripple the USPS, to soften it up for union busting and privatization.  The USPS is a $67 billion annual business with over $100 billion surplus in its pension and retiree health benefit funds, over 30,000 post offices and 200,000 vehicles.  We’re facing a huge transfer of public wealth to Wall Street investors,” said the elder statesman.</p>
<p>Reverend John Schwiebert, speaking on behalf of Portland Communities and Postal Workers United, expressed concern about the demolition of Portland’s Main Post Office. “The Main Post Office in downtown Portland will be replaced, either at its current location or close by.</p>
<p>“Today’s Main Post Office  provides early opening and late closing, 24-hour access to thousands of post office boxes and scores of parcel lockers, general delivery for travelers and the homeless, passport application, dozens of parking places, Caller Service and Firm Hold-out, acceptance/payment/accounting for Business Reply and Bulk Mailing, after hours mailing machine, stamp vending, mail drops inside and outside, rest rooms, drinking fountain, snack bar, bike rack, exterior seating, shade, and trees.<br />
“Business and community customers need the same or improved service downtown.</p>
<p>“We need postal officials, the City of Portland and members of Congress to hold immediate public hearings to hear from postal customers,” said Schwiebert.</p>
<p>Recent small victories in the struggle to save the postal service have included a moratorium on “consolidations” and plant closures until April 2017, a one-year deferral of outsourcing of post offices to “contract” stations and “Village Post Offices”, and a moratorium on the outsourcing of trucking.</p>
<p>Portland Communities and Postal Workers United is part of a national network (Communities and Postal Workers United) to defend and enhance the US Postal Service.</p></div>

										<content:encoded><![CDATA[<p>eBay &#8211; April 13, 2016 &#8211; On Sunday the Post Office unveiled new <a href="http://announcements.ebay.com/2016/04/decreased-usps-shipping-rates-mean-increased-savings-for-ebay-customers/">decreased shipping rates</a>. While this was great news for eBay customers, it also created an unexpected side-effect.</p>
<p>The USPS Pickup Scheduling website includes the Mail Class “Other”, which refers to First Class Package Service, Media Mail, and Parcel Select Ground. Prior to April 10, customers were able to schedule a free pickup for packages in the “Other” mail class without including Priority Mail, Priority Mail Express, Returns, or International.</p>
<p>However, when the April 10 rate changes were implemented, the USPS Pickup Scheduling website changed to support scheduling pickups for “Other” Mail Classes only when customers also included at least one Priority Mail, Priority Mail Express, Returns, or International package.</p>
<p>This problem has been identified at USPS, and the Post Office is currently working on a solution. We expect the previous Scheduled Pickup functionality to be restored soon and will update this post once we receive confirmation.</p>
<p>In the meantime, we have arranged a workaround solution that will suffice until normal functionality is restored. Sellers who wish to <a href="https://tools.usps.com/go/ScheduleAPickupAction!input.action">schedule a pickup</a> on First Class Package Service, Media Mail, and Parcel Select Ground packages should select the “Returns” category.</p>

<p>The long list of concessions demanded by the Crown Corporation so far includes hefty rollbacks on pensions, benefits and job security. Canada Post negotiators have refused to consider any of the union&#8217;s proposals, including ideas for service expansion and pay equity for the female-dominated rural carriers.</p>
<p>“In June 2011, Deepak Chopra had no scruples about shutting down the postal system and locking workers out,” said Palecek. “These Harper appointees want to break our union at any cost, with no regard for the public and the services they rely on.”</p>
<p>The union also points out that a postal review is in the works and that Canada Post’s actions could interfere with that process.</p>
<p>“Canada Post should be preparing for public consultations about the future of the post office,” said Palecek. “Not declaring war on its workers.</p>
