Most Guam Meth Arrives by U.S. Mail

There is a high demand for methamphetamine on Guam, especially the smokeable version of the drug, according to the U.S. Postal Service.

“And since it’s not produced there, the mail can become an appealing option for transporting the drug to Guam,” said Brian Shaughnessy, a U.S. postal inspector based in Honolulu. “That’s where we come in. Our goal is to rid Guam mail of illicit drug trafficking, preserve the integrity of the mail, and provide a safe environment for Postal Service employees and the public.”

Methamphetamine, most of which is smuggled into Guam through the U.S. mail, is now entering the island in sufficient quantities that its price has dropped, Customs and Quarantine Col. Philip Taijeron Jr. said during a meeting with lawmakers last week.

“The problem has truly grown in magnitude,” Taijeron said. “The approach to the problem is one of enforcement and one of rectifying the demand. There will continuously be a drug problem on Guam so long as there is a demand for it.”

“The primary mode of smuggling at this point, that we are aware of, is through the post office,” Taijeron said. “Last month, we were told that 10 pounds had come through the post office… through multiple shipments.”

“The problem with the post office is we are not positioned at the post office. The jurisdiction and authority at the post office belongs to the federal government. We can’t have a person at the post office at your leisure, and that’s one of the gaps,” Taijeron said. More at Pacific Daily News
