PRC receives USPS proposal to change service standards

Washington, DC – Today, the Postal Regulatory Commission received a request for an advisory opinion regarding the United States Postal Service’s proposed service standard changes associated with significant alterations to its mail processing network.

According to the Postal Service, the most significant revisions would eliminate the expectation of overnight service for significant portions of First-Class Mail and Periodicals. Two-day delivery would be greatly expanded and some current two-day service would be moved to the three-day delivery range.

The Postal Service is required to ask the Commission for an Advisory Opinion on any change in nationwide service it proposes. An initial schedule for the Commission to decide this case (Docket N2012-1) will be issued shortly.

Congress has established a process that guarantees the public an opportunity to learn the details of the Postal Service proposals and to provide comments and suggestions to the Commission. The Commission will evaluate the information the Postal Service provides in support of its proposal and the public’s comments and in preparing its opinion on the proposal.

PRC Chairman Ruth Y. Goldway said, “We will offer a fair and balanced analysis of the proposal. The Postal Service will have the benefit of gaining greater information about the impact of their proposal and the opportunity to make adjustments suggested as part of the public review.”

The public is invited to share their views via the Commission website by clicking the “contact PRC” tab to access a convenient online customer service form. To participate more formally in the process and to file documents to be included in the online public record, interested parties should click the “Filing Online” tab and follow the appropriate instructions. A Public Representative will be assigned to the case and can be reached via the Commission’s website.
